पिछले कई वर्षों से अनुपस्थित महिला बाबू ले रही पूरा वेतन आरटीआई में हुआ खुलासा

डिंडोरी तहसील कार्यालय में पदस्थ सहायक ग्रेड 3 कुसुम मरकाम बिना उपस्थिति पत्रक के विभाग से पिछले दस वर्षों से वेतन ले रही हैं और न ही कहीं अटैच होने का पत्र विभाग के पास है। इसका खुलासा आरटीआई से हुआ है। आरटीआई कार्यकर्ता को जानकारी तहसीलदार ने दी है।

*2014 से 31 दिसंबर तक का नहीं उपस्थिति पत्रक फिर भी मिला वेतन*

आरटीआई कार्यकर्ता असगर सिद्दीकी को तहसील कार्यालय से मिली जानकारी के अनुसार 2014 से 31 दिसंबर 2023 तक इस कार्यालय में सहायक ग्रेड 3 कुसुम मरकाम की उपस्थिति पत्रक विभाग में आया ही नहीं। जबकि वेतन हर महीने दिया जा रहा है।

*डिंडोरी विधायक के लिपिक के लिए अटैच होने की जानकारी*

विभागीय जानकारी के अनुसार वर्तमान में फरवरी महीने से कलेक्टर के आदेश से डिंडोरी से कांग्रेस विधायक ओमकार मरकाम के पत्र पर लिपिकीय कार्य के लिए शर्तों के साथ अटैच किया गया है। शर्तों के अनुसार लिपिक के वेतन भत्ते पूर्ववत आहरित होंगे, सभी प्रयोजनों के लिए मुख्यालय पूर्ववत रहेगा।

विधायक से पूरे माह कार्य दिवस में कार्य करने का प्रमाण पत्र होने पर ही वेतन आहरित किया जाएगा। कर्मचारी के अवकाश अथवा अन्य प्रकार की अनुपस्थिति के दौरान एवजीदार की व्यवस्था नहीं की जाएगी।

तहसील कार्यालय से मिली जानकारी के अनुसार 16 मार्च से 30 मार्च तक कार्यालय में उपस्थित रही हैं। अप्रैल महीने में मात्र पांच दिन ही कार्यालय आई है और कोई आवेदन भी अवकाश का नहीं दिया गया है।

सहायक ग्रेड 3 कुसुम मरकाम के दस वर्षों से विभाग में उपस्थिति पत्रक न होने और लगातार हर महीने वेतन आहरित करने के सवाल में कलेक्टर विकास मिश्रा ने कहा कि जांच कराकर विधि सम्मत कार्रवाई की जाएगी।

करीब 4 करोड़ रुपए अनुमानित बाजार मूल्य की शासकीय भूमि हुई अतिक्रमण मुक्त

भू- माफिया के रसूख को जेसीबी चलाकर किया गया नेस्तनाबूद

कटनी - ज़िला प्रशासन द्वारा ग्राम पड़रवारा में श्मशान भूमि के समीप की शासकीय भूमि से भू-माफिया के अवैध अतिक्रमण को जेसीबी मशीन चलाकर नेस्तनाबूद करने की कार्यवाही की गई। यह कार्रवाई सोमवार को एस डी एम प्रदीप कुमार मिश्रा और तहसीलदार कटनी बी के मिश्रा के निर्देशन में ग्राम पड़रवारा की शासकीय भूमि पर अवैध अतिक्रमण को जेसीबी मशीन चलवाकर जमींदोज किया गया।

तहसीलदार श्री मिश्रा ने बताया कि राजस्व विभाग, नगर निगम और पुलिस प्रशासन के संयुक्त सहयोग से पड़रवारा ग्राम स्थित चांदमारी मोहल्ला में शमशान की भूमि पर हो रहे अवैध अतिक्रमण को हटाया गया । हल्का पटवारी अमित कनकने ने बताया कि यह अतिक्रमण खसरा नंबर 201 के 11ऽ62 हेक्टेयर रकवा में से साढ़े तीन एकड़ शासकीय भूमि पर था, जिसे अतिक्रमण मुक्त कराया गया। इसके अलावा करीब पांच हजार वर्ग फुट में अवैध रूप से बने मकान को भी जमींदोज कर दिया गया।

तहसीलदार श्री मिश्रा ने बताया कि अतिक्रमण से मुक्त की गई शासकीय भूमि का अनुमानित बाजार मूल्य करीब 4 करोड़ रुपए है।

अतिक्रमण हटाने के दौरान राजस्व , पुलिस के अलावा नगर निगम का अतिक्रमण दस्ता मौजूद रहा। इसके अलावा पटवारी अमित कनकने सहित माधव नगर पुलिस थाना का पुलिस बल और 100 डायल का भी अमला कार्यवाही के दौरान उपस्थित रहा।

तालचेर- कोयला खान से परिपूर्ण ओडिशा का तालचेर जहाँ खनिकों की संख्या बहुयात में है, खनिकों को एचपीसी दर से वेतन ना मिलना एक मुद्दा बना हुआ है। क्योंकि खनिकों को एचपीसी द्वारा तय दर से वेतन नहीं मिल रहा है। इस कार्य में कौन बाधा उत्पन्न कर रहा है यह बहुत बड़ा प्रश्न है। ज्ञात हो कि तालचेर क्षेत्र में 8 खुली खदानें और 4 भूमिगत कोयला खदानें बनाई गई हैं। इन खदानों और फैक्ट्रियों में बहुत सारे मजदूर काम करते हैं। आउटसोर्स कर्मचारियों की संख्या खदान के अपने कर्मचारियों से लगभग अधिक है। तदनुसार, मजदूर खनिकों के समान ही घंटो काम करते हैं। लेकिन खनिकों और निर्माण श्रमिकों के बीच वेतन में बहुत बड़ा अंतर है। इसे ध्यान में रखते हुए सरकार ने मजदूरों को एचपीसी दर से भुगतान करने का सख्त निर्देश जारी किया तथा मजदूरों की सुरक्षा के लिए सभी प्रकार के सुरक्षा उपकरण उपलब्ध कराने का भी आदेश दिया, लेकिन इसको लेकर खनन क्षेत्र में तीखी प्रतिक्रिया हुई। इसे लेकर कौन भ्रमित कर रहा है और क्यों यह बहुत बड़ा प्रश्न है ? हालांकि विभिन्न संगठनों द्वारा बार-बार इन मजदूरों को एचपीसी दर पर वेतन देने की मांग की जा रही है, लेकिन देखा जा रहा है कि इस बिषय को लेकर असंतोष के बीज बोए जा रहे हैं आखिर यह नीति क्यों अपनाई जा रही है। विभिन्न कोयला खदानों में खदान प्रभावित स्थानीय लोगों की मदद से सहकारी समितियों का गठन किया गया है और सरकारी नियमों के अनुसार खदानों से कोयले का परिवहन किया जाता है।हालांकि विभिन्न संगठनों द्वारा बार-बार इन मजदूरों को एचपीसी दर पर वेतन देने की मांग की जा रही है, लेकिन देखा जा रहा है कि असंतोष के बीज बोए जा रहे हैं कि यह नीति क्यों अपनाई जा रही है। विभिन्न कोयला खदानों में खदान प्रभावित स्थानीय लोगों की मदद से सहकारी समितियों का गठन किया गया है और सरकारी नियमों के अनुसार खदानों से कोयले का परिवहन किया जाता है। ऐसी सहकारी समितियाँ कई वर्षों से कोयला खदानों में काम कर रही हैं और कोयले का परिवहन करती रही हैं। इसी तरह, कोयला उठाव एवं परिवहन, बिजली विभाग, सिविल विभाग, एमसीएल के तहत रेलवे विभाग, रखरखाव विभाग, स्वास्थ्य विभाग, विभिन्न कार्यालयों और प्रतिभूतियों सहित कोयला खदानों में हजारों महिला और पुरुष अस्थायी श्रमिक के रूप में कार्यरत हैं। ये सभी कर्मचारी अलग-अलग समय पर अपना वेतन लेकर हाईवे पर उतरते हैं। लेकिन मजदूरों की शिकायत है कि वादे के बाद उन्हें आए दिन धोखा दिया जा रहा है. और जिस तरह से मुट्ठी भर लोगों द्वारा उनकी आवाज़ को दबाया जाता है, ये कार्यकर्ता आमतौर पर इसे व्यक्त करते हैं। जबकि वेतन वृद्धि बढ़ रही है, विभिन्न श्रमिक संगठनों द्वारा इन मुद्दों पर तुरंत ध्यान देने की मांग की जा रही है कि प्रवासी श्रमिक कम वेतन के साथ अपने परिवारों का भरण कैसे कर सकते हैं और अपने बच्चों को कैसे शिक्षित कर एक अच्छा जीवन दे सकते हैं।

In a landmark decision that has reverberated across Barak Valley, the Supreme Court has issued a scathing indictment against authorities overseeing the construction of the Doloo Greenfield Airport project in Cachar. This significant development has sparked widespread concern among residents of Cachar district and the broader Barak Valley region.

The project, which aims to establish a commercial airport, has been embroiled in controversy due to its progression without obtaining essential environmental clearances. The Supreme Court’s intervention sheds light on the severe violations, including the unauthorized clearance of land without prior approval. Unfortunately, this has resulted in the uprooting of approximately 41 lakh tea bushes and the indiscriminate felling of numerous shade trees.

Chief Justice Chandrachud, along with Justices JB Pardiwala and Manoj Misra, expressed profound disappointment at the disregard for environmental regulations by the authorities involved. Furthermore, the Court has directed an immediate cessation of all construction activities at the site until requisite environmental clearances are obtained.

The gravity of this legal battle cannot be overstated, as it resonates deeply with the residents of Barak Valley. It highlights the critical importance of accountability and adherence to environmental protocols in all phases of developmental projects. The preservation of natural resources and the protection of the environment are paramount considerations that must not be compromised for expediency.

It should be noted that the establishment of this Greenfield Airport at the Doloo Tea Estate through the use of uprooting the already existing tea plantations had received heavy criticism from the political front. While many people as well as political figures are in support of this project and consider it as a symbol of development for the area, others see it through a negative shade.

Not long ago, Supreme Court passed an order asking the status quo at the location for the airport to be maintained. Following this, Rajya Sabha MP and the former MP of Silchar Sushmita Dev stated that while she and her political party seeks for development in the area and supports the establishment of this airport, they are having conflicting opinions regarding the technique adopted by the BJP government for the land acquisition. She remarked it as illegal.

She believes that BJP doesn’t want development, if they did they would have followed the law by the book while trying to build this project. She blamed BJP’s unlawful way of handling the project has brought doom to this project. Emphasising that the BJP never had the intention to have the airport in Cachar at all. She claimed it to be a conspiracy to delay the project.

Now, the recent order from Supreme Court puts an abrupt halt to the project until the necessary environmental clearances are obtained. Once the project complies with the required environmental regulations, it could potentially resume.

Taking cognizance of the certain violations of MCC and the extant legal provisions by Political Parties /their representatives while using social media for election campaigning, the Commission today has issued directions to political parties for responsible and ethical use of social media in election campaigning to ensure level playing field among all stakeholders.
The Commission has also warned the parties against misuse of AI based tools to create deep fakes that distort information or propagate misinformation, emphasising the need to uphold the integrity of the electoral process. The ECI has brought to the notice of political parties the existing legal provisions that govern the regulatory framework against the use of misinformation and impersonation using deep fakes. This includes the Information Technology Act, 2000 and the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules 2021, the Indian Penal Code and framework of the twin acts namely the Representation of People Act, 1950 and 1951 and the provisions of the Model Code of Conduct.

In view of the existing legal provisions, amongst other directions, the parties have been specifically directed to refrain from publishing and circulating deep fake audios/videos, disseminate any misinformation or information which is patently false, untrue or misleading in nature, to refrain from posting derogatory content towards women, to abstain from using children in campaigns, to avoid depicting violence or harm to animals.

The parties have been directed to promptly remove any such content within three hours of bringing it to their notice, warn the person responsible in their party, reporting unlawful information and fake user accounts to respective platforms, and escalate persistent issues to the Grievance Appellate Committee under Rule 3A of the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021.

The Election Commission of India is fully geared up for the Phase-3 of the Lok Sabha polls tomorrow. Weather conditions are predicted to be within normal ranges. However, for convenience for voters, meticulous arrangements have been made at all polling stations including facilities like water, shamiyana, fans to deal with hot weather conditions.
The Commission has called upon voters to turnout in greater numbers at polling stations and vote with responsibility and pride. Ahead of Phase 3 polls, ECI has partnered with four major Telecom Service Providers—Bharat Sanchar Nigam Ltd., Bharti Airtel Limited, Jio Telecommunication, and Vodafone-Idea Ltd. to facilitate messages, and voice calls featuring national and state icons, before and on polling days, to encourage voter participation. Commission also appeals to all organisations, startups, unicorns to actively participate in the outreach programme and become ambassadors and influencers of the ECI.
Disclosures and transparency are standard practices in ECI’s work. As per statutory requirements, voter turnout is to be recorded at every polling station in absolute numbers in Form 17C. As a strong measure of transparency, the copies of Form 17C, duly signed by Presiding Officer and all present polling agents, are shared with all present polling agents. Thus, booth wise data of actual number of votes polled is available with the candidates, which is a statutory requirement.
It is pertinent to note that State wise/PC wise/ AC component within each PC, approximate turnout data is available on voter turnout App live. It is updated on the day of polling on two hourly basis till 7 pm. After close of poll, which may go beyond fixed polling hours to enable voters who have come in the queue well in time fixed for close of poll, the polling parties return to deposit machines and statutory papers in the strong room. The two hourly limit is removed after 7 pm and turn out data is continuously updated on arrival of polling parties.
Commission has added a new feature in Voter Turnout App to show aggregated phase-wise turnout also in addition to State/PC /AC wise figures. This is for better facilitation of media and other stakeholders who may need this customized information.
Polling is scheduled in 93 Constituencies across 11 States/UTs. It may be recalled that polling for Anantnag-Rajouri PC in Jammu and Kashmir was rescheduled to the Sixth phase. Also, there will be no polling in Surat PC, as the candidate has been elected unopposed. Betul PC will also go to polls in this phase since polling date for the PC was rescheduled from Phase-2 owing to the demise of a BSP candidate.
Remaining 4 phases of polls will continue till the 1st of June with counting of votes scheduled on 4th June. Polling for 189 seats was completed in a smooth and peaceful manner in the first two phases of the General Elections. Phase 3 will witness the visit of a large number of foreign delegates for experiencing India’s polling process and management. 75 delegates from 23 countries will visit polling stations in six states, as part of the International Election Visitor Programme.
Polling parties have been dispatched along with EVMs and poll materials to their respective polling stations. In Assam, Sashastra Seema Bal troops have been deployed on boats to polling stations in South Salmara Mankachar PC for the 3rd phase of elections. In Bihar, polling personnel navigated the river Kosi on boats to reach polling stations in Supaul.
Phase 3 Facts
1. Polling for Phase-3 of the General Elections 2024 will be held i.e., 7th of May, 2024 for 93 Parliamentary Constituencies (General- 72; ST- 11; SC-10) in 11 States/ UTs. Voting begins at 7AM and ends at 6 PM (Closure of Poll timings may differ PC wise)
2. Around 18.5 lakh Polling officials will welcome over 17.24 crore voters across 1.85 lakh polling stations
3. Over 17.24 crore voters include 8.85 crore Male; 8.39 crore Female.
4. There are over 14.04 lakh registered 85+ years old, 39,599 voters above 100 years and 15.66 lakh PwD voters for phase 3 who have been provided the option to vote from the comfort of their homes. The optional Home Voting facility is already receiving tremendous appreciation and response.
5. 264 Observers (101 General Observers, 54 Police Observers, 109 Expenditure Observers) have already reached their Constituencies days before the polls. They serve as the eyes and ears of the Commission to exercise utmost vigilance. Additionally, Special Observers have been deployed in certain states.
6. A total of 4303 Flying Squads, 5534 Static Surveillance Teams, 1987 Video Surveillance Teams and 949 Video Viewing Teams are keeping surveillance round the clock to strictly and swiftly deal with any form of inducement of voters.
7. A total of 1041 inter-state and 275 international Border check posts are keeping strict vigil on any illicit flow of liquor, drugs, cash and freebies. Strict surveillance has been kept at sea and air routes.
8. Assured Minimum Facilities like water, shed, toilets, ramps, volunteers, wheelchairs, and electricity are in place to ensure that every voter, including elderly and persons with disabilities, can cast their vote with ease. Special attention has been given to measures to deal with hot weather conditions.
9. Voter Information Slips have been distributed to all registered voters. These slips serve as a facilitation measure and also as an invitation from the Commission to come and vote.

11. The Commission has also provided 12 alternative documents other than Voter id card (EPIC) for identity verification at polling stations.
